The monument consists of a circular brick wall. Embedded in the wall are bricks recognizing the Armed Services and the citizens of Wallowa County who served. In the center of the circle is a fountain topped by a life-sized bronze eagle, called “Honor Flight.”

The eagle was cast by Parks Bronze, one of four nationally renowned bronze foundries in the county.
